Form uploads are usually HTTP downloading, not FTP. That's kinda the whole point of FTP clients...

What's more is that FTP usually has no protection for enctypes.

As an alternative, I would suggest a file management system. I have one that I can set up for you to see and it allows you to do all sorts of usefull things like block enctypes, restrict file size, make directories world readable or non-browsable.... Plus the admin area allows you master control so you can delete other user's files if they violate your agreement or do something illegal, like serve viruses.
