I use a system called
Quick-Cart the free version doesn't do any online payments, so worked perfect for me.
It allows you to set up a store and well whole site, and has a shopping cart that people can add there items to the card, then when they are done, they fill out all there contact info and shipping method, and it emails you and stores the order in the admin section for you to go through and contact them back with the next step.
its pretty easy to customise, uses all CSS.
