crystal report & RAS uning ASP

hello,
we r using crystal report to display report using asp. we r trying to show report using RAS but it give "CrystalEnterprise.sessionMgr 2 error (0x80042A01) unable to retrive cluster member. APS host 'servername' can be contacted, but there is no APS running at port 6400" i wanted to know how can i create APS using RAS.
