Image Scaling

I know this is quite similar to "dracula's" problem, but it didn't quite look the same. Really, my question is very basic: is it possible to scale an image by a percentage of itself???

Presently, when I put: style="width: 80%;', then it becomes of 80% of the table that it is in (i.e. Big!). I want it to scale DOWN to 80% size.
