fit/stretch background image

ok, what i'm trying to do is have a background image fit to the size of the table. the table is populated dynamicaly and i want the background to fit to the size whether it be 100 px or 700 px and for it to just stretch shrink as needed. I'm not sure how to go about this. all i will be displaying is text links with in the table. and it should only grow in width but there is a possiblity it could grow in hieght.

should i use <div>'s or just a table, i'm really at a loss here.
