Trying to style legend tags

I'm having a bit of problem getting my legend tags to look how I want them to. I've tried messing about with positioning but it never seems to look right. Anyway the top image is what it looks like by default (In Firefox) and the bottom image is what I'm wanting:

Here is the CSS I have:

}

legend{

        color: #7E40FF;
        border: 2px solid #b7ddf2;
        font-weight: bold;
        padding: 4px;
        background-color: #ebf4fb;
}
