security cams.

How to monitor multiple security cams connected to the server. How to create a time lag to switch between those.

are you sure this is in any way related to databases? what language will you be using? how are the cams connected to the server and which port and protocol do they use?

I suggest hiring a Security professional for your needs, this is not a database query (pardon the pun .. lol).
As I use to work in this area myself I can suggest some top quality CCTV hardward and software that can provide the functionality you require. This is not something programmers would be doing for free at any level.

Well, I can not name the software but I have seen the display of all places captured by several cameras, at the same time at the same screen(splitted in to several windows). The software comes with cameras.
