Hit the link below:
http://java.sun.com/javase/downloads/index.jsp
And select the JDK from the list (hit the "download" button).

The difference between JDK (Java Development Kit) and JRE (Java Runtime Environment) is that the JDK contains a private JRE, and command line tools to develop application and applets. The JDK also contains the source code and the javadoc (if I'm not mistaken) of the entire Java framework. The most important thing is that the JDK contains a compiler for your java classes, whereas the JRE simply contains a java runtime environment that can only run the compiled classes

NetBeans itself has got nothing to do with the Java core. NetBeans is a Java editor.
I've never used it myself, I always use Eclipse, but I've heard nothing but good comments on it, so yes, if you want a good editor, try NetBeans

As far as editors go, I would recommend JCreator. It is really fast and easy to use. It is great for a person starting in Java.
