It's wildly annoying isn't it? I've had this problem twice. In my case it was Oracle that caused the problem (both times). I would be interested to know if it's Oracle in your case as well.

My symptom was the same:
Java(TM) Plut-in Fatal Error
The Java Runtime Environment cannot be loaded from <\bin\hotspot\jvm.dll>

The solution for me was:
Modify the PATH to remove reverences to bad JVMs. Specifically, my path looked like this:
C:\oracle\product\10.1.0\Db_1\bin;C:\oracle\produc t\10.1.0\Db_1\jre\1.4.2\bin\client;C:\oracle\produ ct\10.1.0\Db_1\jre\1.4.2\bin;<blah blah blah>

I cut out the Oracle jre bits so now it looks like this:
C:\oracle\product\10.1.0\Db_1\bin;<blah blah blah>

Hopefully your problem is the same or at least analogous. Good luck.

-Matt

Note: I wasn't able to see what you've tried already because that link didn't work for me. The site said I needed to login (despite the fact that I'm already logged in). But it rejected my login.

My only suggestion would be to try reinstalling. When exactly are you recieving this error?
