Way to embed flash without ActiveX blocking it?

Way to embed flash without ActiveX blocking it?
On default, Internet Explorer's ActiveX controls block my flash I inserted with dreamweaver. Is there a way to get around this without setting up the activex on each computer to work around it?

the banner is blocked on default IE settings.
