Im not sure if this is the right section, but ill post anyway. Sorry if its not

Anyway I have a site where everytime a person opens my site I have a page asking them to vote for my site on a top site's site. As you know you can vote on those only once per 24 hours. I was wondering if there is a script (it seems to me like java is the category here), that would limit the page from being viewed only once per 24 hours.

And to add to that, I am not looking for a popup generator or any sort of popup, it will make life harder on me and my visitors. I am looking for a script where it uses cookies and if the visitor has visited the site before, it will direct them to one page, and if he hasnt, it will direct them to the page with the voting links. Hope its clear and simple.
