Hi I am looking for someone to help me integrate the following php script / mysql database solutions

A search engine (not google sponsored etc) which will have a search function and a category selection

~the database searched will be .xls format, it will include variables which are changed dynamically by a shopping cart (inventory purposes), and manually when fresh inventory arrives
anyway to simplify this would be helpful

Password protected portions of the site / 2 levels of membership access

submission form ~ 1 for email submission contests coupons etc
~ 1 for membership submission (address credit card etc)
- when joining they will make up their username and
password which will be checked when the sign in to
remember their account, 2 levels of membership
available, each will have a different submission form

help with shopping cart set up ( i will have one shopping cart which needs
qty field, item description, total field, update button, subtotal field, less trade in credit field, less coupon code field, grand total,)
- my credit card processor wants to offer me linkpoint for $10
/mo, any other ideas on this, cheaper ways
~ along with this i will need help with a seperate shopping
cart setup which will be trade in, this value will be credited
towards the subtotal above (in shopping cart)

help with formatting the .xls database into mysql, when a search is entered a line of excel is called upon, including a picture (url), a upc, a title, a description, and a price (price a, or price b, price a = their cost for shopping cart, price b = their trade in value)

a button next to all searched titles that will enable signed in user to add item to wishlist

That pretty much covers it again my budget is anywhere from free (free advice or pointing fingers greatly appreciated) to $300 or so (you may
implement free scripts, or if i need to purchase a specific script such as zoom from wrensoft that will be seperate from the amount i pay you above)

Catch more on the backend as the site grows your gauranteed new work, many new sites in the pipeline,
