o There should be a page for the following types of content: Video, Audio, Pics, Games. I should be able to add pages via the Admin Panel as well. There should be a table with headers at the top like:

When you click on the header, ie: Name - It should order all pages by their title. It should do this with all pages. Secondly, I should be able to set the amount of files on each page via Admin Panel.
Each page should be like this, instead of downloading the file, I want it to actually play in the `sub-page` of the file: In example, a sub-page of a file should look like:

The Review isn't necessary, but the actual file playing, audio playing, or picturing coming up is necessary. Along with that, I would like a comment system [Register Users can post comments only]. - Each page should have a rating system of 1-10 with a strict IP voting system so people can't vote 1,000 times.
There should be pages like this ^ for all categories I have: Audio, Video, Pics, Games, and if I'd choose to create a new 'archive' it should be added via Admin Panel and all these functions (Creating the table, listing it how I wanted, amount of files listed in the table per page, should all be added)

See how the News thing looks like? It lists the files on the front page at the top, showing all files the date, who they were submitted by and a hyperlink to their subpage. On mine I would like that, and also when it lists the new files I would like it to also show: (Views: #ofviews, Rating: Rating#). On the right, there should be a left box at the top for login, and then below that there should be: Highest Rated (Where they have Recent Comments Box) and Most Viewed (Where they have top downloads)
The right should be just as they have it, full of text links. As for the graphics, colors, and that, I'll get into for the actual person who does this project.
