website to register request for filshare access

Hi!

I need help to make a website that can register info from a user and by some predefined values it sends a e-mail to the person that can approve the request. That user log onto the website and enter the request and put's in a approve on that. When that's done it sends a e-mail to the admin of the fileserver with the the info. I have a Windows server that I can run this on. If it requires a sql server of any kind I have that.

Hope that someone can help me out since I have no html/php/asp knowledge.
