Old Abondon Script Uses too Much system Resource

I got this very old script (2001) which uses a lot of MYsql and Cpu for a small script like that its very poorly programmed and I was wondering if any one can help me fix it up, I'm willing to pay money via Payapl if you're interested PM me.
