Seperating style from markup also ensures that your website can be understood by smaller viewing devices such as cell phones and pdas. It also allows users with disabilities to easily navigate your website. Some other advantages include quicker loading, and less bandwidth on heavily viewed websites.

Compensation depends heavily on the project at hand. If you are just looking to get your PSD turned into one page of XHTML/CSS than it can be as little as $25.
