CHMOD 777 Directory Vulnerability?

Hi,

I have a security question about world-writable directories. It has been stated that it is not advisable. I'm wondering how so. Is it because it is a vulnerability in itself or is it a vulnerability in conjunction with a badly administrated server? What are some of the ways that a world-writable directory can be written to by someone who is not a user of the server?
