How can I check my members ip address?I want to make sure a rival of mine
is not a member of my site.

On a forum? Just about any software allows ip logging. Goto your mySQL tables and run a query on their name and see what the IP address is.

None of these methods will help if the individual does not use the same computer to access the internet as they do to host their site.

My websites are hosted on a computer with a static IPs. I browse from a different computer with a dynamic IP.

IP logging software? Check your raw http logs, you can check there.

Do you have any emails from this rival? Perhaps you could trace one back and get an idea of their source IP or at least that of their outgoing mail server. That might give you an idea on where they're located, which may help if you have a suspicion on which member of your forum you think it might be. Try running the email headers through this trace tool.
