Map a Hard Drive for Navigation on CD

I have an interesting project. Have a number of pdf files that are stored in a number of folders currently on a hard drive. Want to copy these onto a CD that can be "browsed" using a navigation tree. There are no html files in these folders. Most java navigation trees work on the premise that html files are already there.

Want to get the tree just to list the folders so the can be navigated without htm except at the top level.
