The problem with such programs is you have to pay out before you can earn anything. Even then, you're not guarenteed to get any work from it as there is so much competition.
Best thing to do when starting out is to target small local businesses to get your name out. As you build a portfolio you will be able to expand into a wider field, and if you're lucky, get a big name client.
