Programming in my opinioin would be coding a page in PHP, ASP or CF... Setting up database connections and queries... something that runs server side and is dynamic....
Web Design would be the general HTML and graphics work involved...
Just my opinioin though...

Yea I would agree with that apart from that I think design can be a lot more general. Planning could be part of the design process for example.
Programming is basically coding.

Agreed in the above statements.
My views are that:
Web Programming - Is where one person or group of people are scripting in server side/client side languages to create web applications which have a function to them. For example, coding in PHP and making SQL Database connections, You could make such a script like an invoice script which has a function to it - the person enters relevent information into a database which they can quickly draw information back or give information.
Web Design - The Overall look that is given to either a script or a whole site. Most common idea of web design is using GUI, a lot of graphics which make up logos; pictured backgrounds; icons etc and the way the information is arranged - Like in tables how they are set and how the information is presented.
Just my detailed version on the subject.

Web programming: Developing the functions, of how the site works...the coding part of the site (HTML, PHP, PERL, ASP etc).
Web Designing: Hmm, developing the interface of the site ;D

I think that web programming is not restricted to server-side programming, but client-side as well.. Like JavaScript, VBScript, CSS.
While web designing has everything to do with the design, layout, look and feel etc...

web programming is when you program with higher programs like php,perl,asp,ect
and web design is html and graphics.
html is in web design because its a style language that the higher languages use to make a output in a user friendly design.though some will place html in programming which is true but not really.

Hello,
Let me try, too. In a word (or few),
Web Designing = How you present data on the Web, and
Web Programming = How you process data on the Web.
So, to me, HTML, CSS, etc belong to more of Designing-side, while PHP, ASP, Perl, etc belong to more of Programming-side.
However, it's difficult to completely separate the two, I think. Something like Flash could involve both. =)

As someone who's done both, I look at it like this:
1. Web design generally refers to the layout of a web pages or pages. Css can get complicated and require programming skills to figure out, but when they invented the term, Css didn't exist yet.
2. Web programming is a broad term that can be used to describe any programming related activity that pertains to the web. I've seen it used for Javascript coding, but as an earlier poster mentioned... it could also work for back end stuff like ASP, php, or almost any back end language. I'm big on specifics. That's why I like to name technologies when talking about this stuff. But that's just me.
