Looking into a few ideas for a marketing campaign at work. Basically, we need to raise participation in the arts across the town as part of a national indicator (the infamous NI11).

One of the ideas we are exploring is the idea that we can get users to upload images, via text message or direct upload, to a communal site, viewable by the public. We were thinking of offering prizes for most/best pictures of each month throughout the campaign period.

What I am looking for is a social media platform that can handle this, anyone know of any?

Also, if any of you have any ideas on how to use the web to raise participation in the arts on a local level, they would be greatly appreciated!!

Here in the UK local target for Google Ads works well although can prove expensive but it's quality traffic. I know the US doesnt have much good luck with Ad Words but I'm not sure where your from 88mph.
