Does it make sense? Cos' to me it dosen't.

Basically it says

Try to delete all stupidity from the earth.
If that doesn't work, let stupidity overrule the effort.

At least that's how I interpret it

If you delete all the stupidity of the world, you got to make a new world, just look all the stupid laws, jobs, people and goverment.
