Vendor Based Shipping HELP Needed!

I have used digiSHOP for a couple years with no problems although I was not using the cart functions fully. I recently upgraded to Pro 7 and am trying to implement the complete cart and nothing I do has worked when it comes to using real time shipping for vendor based shipping. It is calculating it using my zip only.

Any one with suggestions or advice would be greatly appreciated. I have had problems with the upgrade from day one and can't get the support from sumeffect.
