Lightbulb Pay-per-click for websites?

I was wondering if I could offer pay-per-click banner advertising on the front page of my site for anyone to add there banner as an alternative to the search engines that just burn up all your clicks in 2-3 days.I would rather do that than charge a flat rate and it would be more targeted as a banner but I don't know what the steps to take to advertising like this. What kind of account or program that would regulate this? Could I even do this?

smartscripts(dot)com also offers a version of what your looking for. I think it's called smart ads, or something like that.
