Greetings from a Newbie... with a need!

Good Morning! Yes, this is my first post to this site. No, I am not a professional programmer. Yes, I 'hack' my way through code fairly sufficiently. But, only for my own sites. I have a potential client who will be needing a major site overhaul, and I am looking for some recommendations:

1. Although the current site is in english, because the client is international, I need a site that can function in multiple languages.
2. I need to have a highly customizable e-commerce site with many (all?) standard bells and whistles, plus some client specific features.
3. The site needs to have user-friendly administration in both English and German.
4. I would like the ability to make minor revisions as well...
5. I currently have two e-commerce sites, one with StoreFront 5.0 shopping cart, the other with CandyPress shipping cart.
6. I LOVE CandyPress because of its price, popularity (=many avail. mods) and ease of use.
7. Because the client site will have ~5,000-10,000 SKUs and ~3,000-5,000 US users, but eventually over 100,000 WW users, I believe that an Access-based DB (which I am using in both sites) is NOT advisable. Is MS-SQL the way to go?

Hmmm... I probably could go on, but let's leav it at that for now. Any recommendations re Shopping Carts / Designers / Programmers would be MOST APPRECIATED!!!

Of course, since I'm a newbie here, any advisatorial information on how to post more effectively would also be nice
