Please help me!

I am looking for top site script, but I still can't find the best.

Script should be:
that every link posted by member requires approval.
that every link could be rated by members. (stars or points)
that every link could be commented. (like forum integration, but each sepparated.
that categories will be not in drop down menu.
that members could add "logo" (image with his rating) in himself site and ask people to rate his link.

Thanks for the help. And I need just free scripts, or very very cheap.
