suitable programming software to interract with modem

i am working on a project where i copy,paste,send and reveive files between my PC and a remote PC(note: with no human attendant). i wish to know which programming software will be suitable to...

interract with windows files, and send them through my 56K dial up modem. the files have to be compulsorily be sent through the PSTN line.
