I am looking to be able to create the ability for visitors to complete an editable pdf online(this is completed)
Ideally though, I would like a copy of the pdf, in pdf format, to be emailed back to the visitor, and a copy to myself.

Can this be done in Perl? or can it be done at all?

I think you 'll find what your looking for at CPAN. they list some very good perl modules for manipulating/creating PDF files.
