Folks:

If you can offer guidance, please help. I set up my site to accept responses to forms using Matt Wright's formmail:

http://www.scriptarchive.com/readme/formmail.html

and everything seemed to go well. Translated the site into 12 languages and everything seemed good to go, EXCEPT any NON-ENGLISH letters come out as a string of nonsense characters.

Argh! How can I fix this?!?

There are a number of security flaws with that software that Matt Wright has acknowledged himself. Are you sure that you want to use such an insecure script that was written many, many moons ago?
