im looking for a simple free php hosting script i can place on my site which will allow users to sign up for a free account and to be able to do simple things such as upload/edit/manage there files and so on.

I've only seen 1 free hosting script, and it was written in Perl. However, if you're still interested, it's hosted at sourceforge, but I can't think of the name.....You might look around there, because there is a script there for this.
