Host Fraud Details Service - Help Needed!

Hi there,

Im currently trying to build a system where Hosts which have been defrauded can list details of the fraudster into a database which other hosts can have access to and see if a signup is listed in the database, or add more details on the fraudster if they have it.

Im looking for a decent PHP programmer who would be able to help.
