PHP Manuals & forums are best for learning php.

You can find most of the solutions on internet.

I would buy a book, it is so much easier, then borrow codes from the book to try to make your own things.

or you could just do yourself a favor by typing "php tutorials" in google and surfing though the hundreds of pages that come up.
