We are opening a new site (photofirm.com) and will be in need of a programmer to do the following things for us. First I want to give you a brief description of what we are offering on the site. It will be a site for photographers to upload their photos, and show off their gallery. But with this other "registered" users will be able to review the photo and rate them from 1 - 10 and add comments if they want to. As well a Top 10 Photo & Photographer rating, and a Photo of the Day. Also will want to have a space on the main page for "Premiere Members" offering them up to 100 photo uploads, and of course a direct link from main page. Regular members will be limited to only 12 photos that can be shown at a time. So the site again is free, but to draw some revenue we offer premiere members that extra service for a fee.
The site will be a free site for anyone who wants to join, and we will offer free photo hosting (with size limits and upload limits), free photo reviews, free message boards, and free photo gallery featuring their work.
As well we want to have features like PSP/PS Tips & Tricks, Product News & Reviews (New camera, lighting ,etc.)
Ok now that you have the basics I know there are programs out there similar to what we need like (I-Rater seems to be the closest), but with the features we are doing it may need to be done from scratch.
I can supply you with a mock up front page of what we need and you can quote a price from there. This would need to be completely worked from start to finish, and completely uploaded to our site.

We plan to advertise this heavily and draw in 1,000's of members, which could be a great way to show off your skills for future work (we will place you name as the designer on site), and looking to spend between $300 - $1,000 for this work.
