My apache server was scanned

(I Have Windows XP)I installed apache as a server to test my php files. Note that I have (Apache 1.3.3)
And suddenly the server not worked back then I had Apache 1.3.2.7
The problem sounds like this:
the file was just created and a minute ago just created other file and everything worked fine then when I made other file and is not working the old php files work but when I put a new one nothing works... What should I do ?
I surely was scanned i saw some logs long strings with %9%9%9% or something I don't remember

While trying to retrieve the URL: http://localhost/info.php

The following error was encountered:

Access Denied.

Access control configuration prevents your request from being allowed at this time. Please contact your service provider if you feel this is incorrect.
