Advice for guestbook

I have been searching around for a combination guestbook / mailing list for a website I am developing. Preferably PHP/mySql or even flat-file. I need to have to GB and ML function together so you can not post in the guestbook w/o having joined the mailing list and getting a PW and ID. Any resourse or direction would be greatly appreciated. I've found many good Guestbook scripts and many good mailing list scripts but I have been having a hard time getting them to work together. I want to be able to stop non-mailing list people from posting on the guestbook and IP banning is not working. I have been having an issue with bots and and humans in the book so CAPTCHA doesn't even seem like it would work.

How else would you be able to ban them if not by IP?

The only other alternative is to have usernames and passwords.

Banning by email wont really do anything coz they can just get a new email.
