Help, I've searched high and low for a script that can do all the listed functions.

Collect all the data from a form and valadate it
Email the owner with the form results
Collect the data into a Mysql database for future referance
Auto respond to the user the datails along with further information, prefer html.

Is there such a script out there?

I did find one but it's a little out of my price range

I guess there are lots of those out there. Why don't you write one on your own? And if I'm not mistaken, there will be something like that available over here:
