I'd like to find a php/mysql based discussion board that has a banner ad system included with it, or has a module for banners that can be included. Additional themes, email notification, and a few bells and whistles wouldn't hurt, but the program doesn't have to be extremely fancy.

I recommend the free translated version of wBB (Woltlab Burning Board). If you need help installing it or making a module for banner rotations, let me know and I would be happy to do it for a fairly cheap price. wBB has skin support but there arent many choices in the lines of skins for the free version.
