Link indexer needed

Hello,

I have a large archive of shtml files.

I need a way of scanning directories for these files and adding links to them in an html file from the title tag in each page.

I would also like to be able to have at least three columns for the list output.

I would prefer perl if it is possible. Has anyone seen anything like this?
