Yahoo Groups kinda script

Is there a script or set of scripts which will achieve much the same as Yahoo Groups?

I need a script to run a small community type of board where people can email their messages (and attachments) into a central system where members can also go to view all messages and other stuff. I also want the option for people to subscribe to messages and receive them by email.

Anything like this exist outside of Yahoo?
