confused what prog lang is applicable.pls help...

I am looking for an Ovulation Calendar programmed in PHP but I always see it in Visual Basic. I've attached the screenshot - How it works. How can it be possible to do in PHP? If it's not, what programming language is applicabe where i can embed it with PHP?

Expert system is used also in this system.
