Web Hosting Script Needed

Hi, I'm looking for a <free> Web Hosting script that:

A)Allow users to sign up
B)Block out uploads of files ending in .php, .cgi, .pl, .nx5, or .py
C)Create the Users directory
D)Have a full blown file editor
E)Limit the maximum space to 15 MB
F)Limit the maximum upload size to 5 MB

Anyone know of such a script? Please reply
