Matchmaking script needed

I am not a techie at all (I would in fact need a programmer as well for the job), so I ask you guys:

Any suggestions for a script to be used for a matchmaking site that would allow, among all the typical MM functions (chat, polls, favorites and no-no, casting votes on photos etc) billing via SMS (that is, activating specific functions via a one-time SMS).

If anyone knows where to find it and would be able to handle it, just give me a shout!
