I think that X7 Chat is what you are looking for, http://www.x7chat.com/. Not only does it include complete admin control but also tons of features. Its open source and free to so you can modify it for your site. The new version just came out this week with a brand new layout that looks great IMO.

The chat is written in PHP and uses javascript for updates, it does not click like almost every other PHP chat client on the internet and the list of features is very extensive.
