Will a 1 - 2 second delay fix this problem

I have a perl-cgi script (the old smartsearch search engine script) set to take traffic from my affiliates quickly through my domain to my advertisers (my site isn't seen). It works great most of the time.

The problem is that one of my advertisers isn't getting charged and one of my business friends suggest that if i had a 1 - 2 second delay where the traffic was staying on my server a bit longer, that it might fix the problem.

Do you think a delay will help? Would you go with 1 or 2 seconds? How difficult is it to program such a delay?

Any freelancers you could recommend who are familiar with this script and might could do this mod?

What new scripts have replaced smartsearch? I don't think it's supported anymore. A few yaers ago i looked long and hard for a better solution but never came up with anything i liked better.

Thanks
