basically i need a script like this Homepage - GetInvites.org

somwthing where you join as a member and then you click on one of the offered links and request something "basically just adding your name to the list of ppl requesting from that link". other users can then click the link and see the user who is first up in line for the request and are able to send the requested information to the user who is next in line. the user who recieves the information is then able to rate the user sending the information up or down, rating a user up then gives them priority over other users with lower ratings in the script when they make a request on another link, so they would then be higher up in line when requesting materials themselves. oh and the user filling the request is able to tell the script that he is filling the request for the user making it and the script then takes that user off the list.

sounds kind of confusing but idk where to start, please help, ask questions if you dont understand exactly what i am looking for.
