usually, two web masters agree to exchange links to promote each others sites. I created my link exchange to allow users to add their links to my database them selves.

The next version of the system will allow users to exchange links with each other.

In other words...more links to your site you have on the web...the more traffic you get/the higher your rank is...in google page rank and other ranking systems.....

So more likes is better...and people do this by exchanging links...
