Multiple Network Messing!

Sorry for the title. I'm not that good at english!
I'm a 2nd adminstrator on this school - And we have big problems with
"WareZ"! Many of the students are hearing Illegal music or watching Movies!
And now I found this "source code" at planet source code:
Planet Source Code Wich makes the CD-Tray open and close... and thats exacly what I need it to do... but on the Students computer... så are there a way to make it only open and close a computer with a choosen "IP" or Computer "Name"
on a network? And PLEASE I really need your help!
