Block website during office hours only

Hi,

Just wondering if someone can help with how to block hotmail.com during office hours only. I found out how to block the website but without time limit. Is there a way to block a website during saw the hours of 9 to 5pm where my 2 staff members can use their hotmail outside office hours? We have Windows XP
