capture program bidding

Hi,
In the past I used a capture software tenders, this little program was created by a company that was closed a short time ago, therefore, impossible to repair.
This software was designed to recover the tenders available on this site BOAMP

Is there anyone that can tell me how can I do?
In fact this software will capture the tender on the external site and send the information in my sql database so I can then post them on my website ...
